I have a 60 download 7 upload speed with my ISP. Do I meet the recommended requirements? Also would I be able to stream at 720p60fps?

EDIT: I've streamed before and I get choppy, low quality frames so maybe I'm wondering something is wrong with my build or wrong streaming settings?
