Streaming blurring when moving

Heyo!

I am streaming for some time and realized when I move it gets all blurry or, if I raise the bitrate, I get lots of dropped frames.
Now I'm trying different settings but I realize I have no idea what I am doing. hahah
What should I mess with to have a good 1080p60 without so much blurring when moving?

Below is the OBS settings log.

The internet speed test is attached to this post, as I assume that matters.

it's normal, yours logs isn't complete, send after stream session (minimum 30 sec).
Higher bitrate better quality, if gotframe lost etc. yours cpu or gpu is not strong.

Thank you. What other information would you need?

Also, what kind of settings should I mess with other than bitrate size?
