Question / Help Streaming and Recording in 1080p 60FPS (can some1 help me)

Hi Everyone,
I want to stream and record videos in 1080p 60FPS, I've read many articles and seen lots of tutorials but somehow I still got issues ;/ The videos doesn't saves in 1080f 60 fps (don't know if one of the reasons is that I using 'PS4 remote play' but I've seen lots of ppl what able to play in 1080p 60fps via ps4 remote play) So my question is can some1 help me set up obs properly for 1080p 60fps? The funny thing is that also I'm not sure how to set up properly a graphic card... I have of course intel graphic card and GeForce graphic card. I'll be so happy if some could help me in their spear time...

I'm also looking for help with live streaming while using the "Replay buffer" recording option simultaneously. When I attempt to do so my live stream pretty much dies to a mere 2fps. I've tried both CPU and GPU encoding. If I just live stream or record (meaning not at the same time) it works perfect.

Youtube 1080p 60fps w/ 10mb upload
Dedicated Stream PC (no gaming)
Win10 Pro
Obs Studio 64bit latest version
i7 6700K
1070Ti
16Gb Ram
Elgato HD60 Pro or Avermedia Live Gamer 4k

Is this a hardware issue? Meaning do I need more ram or perhaps a more powerful cpu?
