Question / Help Streaming and recording at the same time, best settings for me ?

Hello fellow streamers !

I started streaming and recording not a long time ago and I was hoping some "advanced" users could give me some tips. This question was probably asked a million times already but it would be really nice if I could get some personal answers depending on my spec. I tried different settings by myself but I didn't achieve a satisfying result. So thank you in advance and sorry for my poor english :)

My question: What are the optimal settings to stream in 720p 60fps and record in 1920p 60fps at the same time for my spec ?

My specs:
CPU: Intel Core i7 6700K quad-core, 4GHz
Motherboard: Asus Z170 Pro Gaming
RAM: 16 GB
Graphic card: Asus GeForce GTX 1060 STRIX OC- 6 Gb

Internet: 14 ping, 72 Mbps downloadload, 15 Mbps upload

My current OBS settings, most of the time it works fine but I have some smaller issues when playing a more recent game (rare fps drops for the recording).

I hope you can help me to find the best settings to stream and record at the same time without loosing to much quality ! Thank you in advance for your answers !

CQP 14 instead of CBR 12000

Thank you for your response, I tried CQP 14. I still have these "freezes" from time to time on the recordings.

Furthermore, I have another problem, after I remux the .mkv into .mp4 with obs, I often have a desynchronised audio and sometimes not when I edit it on Adobe Premier Pro. But it's fine when I just play it with a normal media player...

That particular problem (the desync) is an adobe side problem.
