Streaming a feed from one OBS to another OBS via internet

Hi,

I am searching for a way to stream a feed from one OBS to another OBS via internet.
Here is the use case :
User A is spectating a game of League of Legends & using the spec mode to guide the camera wherever he wants. We will call it the spec POV
User B has multiple scenes, including one where he wants to include the spec POV of League of Legends.
User A and B are not on the same network .

I've heard about a bunch of stuff, SRT and RTMP, which use a server but I don't know if it possible to host a server on User A computer and how much resources that would take.
If you know any way to satisfy that use case, I'd be grateful to hear about it!

feed obs virtual webcam into obs.ninja. pull that feed into other obs

Using Virtual Webcam doesn't keep the sound, does it ?

correct. youd need to use VB-cable or similar to feed the audio with it.
