Question / Help Streamed for months fine, suddenly cannot due to dropped frames.

Hello guys!
First of all, thank you for your time!

To start of, I will list my specs:
-Core i7 6700K - 4,4GHZ
-8GB RAM, Dual Channel, 2800MHZ
-GTX 1070 EVGA 8GB (OC)
-200/20 up/ down optical
-my temps are okay, usage of cpu is normal - around 50-70% depending on the game I play, I tried switching to different framerates in obs, different resolutions, even Nvenc.. you know, the basic troubleshooting. Mind you, I tried even Xsplit and going back to OBS classic, but to no avail - still getting horrendous dropped frames.

Now to the case itself. I have a very troublesome problem with streaming, which only started I think two, three weeks ago (after making a switch to OBS studio from Classic). So please bare with me as I try my best to explain the situation.

I used to stream completely fine, no dropped frames, anything, just a few weeks ago. Lately a strange thing started to occur all of sudden - I was starting to get "Encoder overloaded" message in my OBS whenever i tried to stream (or record locally) CSGO - not any other game, only csgo. The video was choppy, it was basically skipping frames even though my framerate ingame was about the same as ever - pretty stable. Basically, it looked like a slideshow for viewers, but whenever i hit escape key while in game, the stuttering stopped (or whenever I hit it and switched to my second monitor).

Nevertheless, managed to fix this by going from "FAST" preset to "Veryfast" and it worked fine for a week (Even though it was very strange that it suddenly stopped working..)

Today, the problem came back, and its now affecting every game i tried to stream - from Witcher 3, to CSGO, to Metro.. only Rocket League, for whatever reason, is not afflicted by this bizzare phenomenon. In Witcher, i have around 15 fps according to OBS, while ingame i have stable 60-70fps. In csgo, i have around 250+, yet OBS is not stable even on 30.

It is quite interesting that one day (and for months) I am able to stream at high quality without issue and now i basically cannot stream any game without it being a slideshow. The hardware I have should dfntly be able to stream at 4500 bitrate, 720/40 (30) fps without an issue.

Can you guys please help me? I am getting desperate :(

https://www.twitch.tv/ppcstudio/videos/all - you can check the latest vods here to see the slideshow by yourselves. If you compare it to the old highlights, its .. disastrous. The old highlights were basically the same settings, just lower bitrate because of slower connection at the time. Same hardware, of course.
The first one from today contains Rocket League footage, which played without issue, and then csgo started doing its shenanigans.

Reinstall of windows seems to have solved it for now. I can crank all the settings back, have a freshly installed obs tho, so we will see what the addition of scenes will do to it.
