I can upgrade my RAM, no problem.

OBS is not supported on Windows 7 (see https://obsproject.com/download ). Your 11 year old CPU is 64 bit so you should use a 64 bit operating system. This would typically require a re-install but would allow your system to support more than 4GB of RAM. You may be able to stream at 480p. A lot of "maybes" here.
