Question / Help Stream very pixelated while moving (Demo Included)

Alright so I have heard a lot of people saying the reason a stream gets pixelated like this is because the bit rate is too low, but mine is on 3800, I have 350 MB download, and 20 MB upload, so I am confused on why it is like this.

Also, a side question I have, I am streaming, and I get 250 FPS, but I am still lagging, is there a reason for this? Are my settings optimal for CS:GO? I have tried capping my FPS at 100 so it doesn't fluctuate but that has not seemed to work either.

1080p at 50 FPS will almost never look good at 3500 Kbps, and it will look especially bad in a high motion game like CS:GO. Downscale your resolution to something like 1280x720.

It was like this when I had it on 60 FPS though, that's why I tried going down to 50.

Dropping it 10 FPS at that resolution isn't going to make an appreciable difference. If you want to run your stream at 60 FPS then downscale to 720p.

This may or may not help - not a 100% sure.

On the "Output" panel under "Settings" set "Keyframe Interval" to "2". Also set "Profile" underneath "CPU Usage Preset" to "main".

See if those help. Not a 100% sure how those will effect you; may not help at all; maybe someone else knows better.

When you are rescaling on Video (hardware) tab, you dont need to rescale again on Output tab (software) - disable this one.
Set the FPS on Video tab to exactly same value as your desktop refresh rate (59 or 60?)
With this cpu you can probably try "faster" or "fast" preset (for sure if you oc to 4,5ghz - dependable ongame cpu usage)
720p60 (59?) is a way to go, set your bitrate to 3500 unless you are partnered with twich (>3500 may be banned)
