Question / Help Stream stuttering with gtx 1060 and i7 4790k

First things first.
I tried everyting in OBS.
Even when i stream simple games like dota 2, my graphics card loaded for like 40% and the CPU for 70%.
So that literally means that i've got enough space to stream without stuttering, but there are a lot of them.
I have like 50-60 fps when i stream dota 2 at 1080/60fps, and i have enough "lags".
I stream to Youtube with a bitrate of 6000 kbt/s. Don't see any sense of decreasing the bitrate. The picture will be awfull. I have enough upload speed.

Here is the question:

If i get gtx 1070, will it solve my problem?
I'm aming to streming mostly PUBG, 720/60fps, 6k bitrate.

Or should i get i7 7770k with DDR4 ram and stuff while leaving my 1060 with me?

Stick to Very Fast preset and 720p. Upgrading the GPU won't improve OBS performance. Going from an i7 4790k to an i7 7700k will be a very minor improvement that would be hard to notice and isn't worth the money.
