Question / Help Stream stuttering with good PC

So i have been having this problem for the pass few months

When i stream i seem to be having stuttering/lag issues for people watching my stream on twitch

Specs:
i7 6700 (recently installed)
8gb ram
gtx 960

Im not sure if this would be an issue but i also have been having high jitter shown from every server. Im not sure if thats an issue as i tried stream with the Nvidia encoder which seems to work fine?

EDIT: I decided to reset my PC and it seemed to had fixed the problem! I think i should have tried and reinstalled OBS Studio first. If you guys are having the same problem i recommend reinstalling it first and if it did not work then you may try to reset your PC like mine

your CPU is overloaded
20:33:24.329: Output 'adv_stream': Number of skipped frames due to encoding lag: 3887 (14.3%)

if you turn on Vsync in game at 60hz or cap your games framerate to 60 does that fix the problem?

tried it, seems to stutter even more. How is my cpu overloaded with an i7? Is there anything else i had to do after installing my new core?

for some reason not all of your cores are showing up

20:16:21.162: Physical Cores: 2, Logical Cores: 4

Do they not show up on windows too?

well i can tell your right now they still aren't showing up
