Stream stops, but OBS thinks it is still running

It has happened several times recently that our YouTube livestream suddenly stops. This can of course happen if there is an internet issue. The problem however is that OBS thinks that the livestream is still going on. I can then click the button in OBS to stop the livestream and start a new one. However, although OBS makes it seem like a new stream has started, it has not actually started. So I stop the stream, close OBS. But then I have to kill it in task manager to really stop it. Then I can restart OBS and start a stream again. It has happened five times in last two weeks.
When I look back in the log and check the length of the video on youtube, the problem always starts at the moment that the log file says: "[rtmp stream: 'simple_stream'] bitrate decreased to: 3600"
I now switched of the variable bitrate. Hope that that helps. But nevertheless, should OBS not give a message when the stream is stopped and allow starting a new one without having to kill OBS in the task manager?
