Stream starts out fine but turns snowy

I've messed with moving my video bitrate up and down and moving my fps up and down. It was messing up yesterday and I did the same thing and it fixed it. I don't know what the issue is. I am running off of a Laptop but I have this problem every once in awhile and never seem to find a permanent fix or what is causing the problem.

Like I said it worked fine yesterday with the exact same settings but today it is not working. It starts fine at the beginning and then gets a little grainy and after a minute or two the screen is a mess
