I have a strange issue with one of my laptops that I use for livestreaming. It goes like this, ill set the livestream output bitrate at for example 8000 and it will be working fine but the moment there is a dip in bandwidth instead of just dropping frames and still outputting whatever bandwidth allows, rather it just stalls and the stream bitrate drops to like 160Kbps and will not recover even if I drop the output bitrate to 1000. the only way to get it back it to stop/start the streaming on OBS. This only happens with this one laptop, any other PC ive used when there is a bandwidth dip it will just drop frames until I lower the output bitrate to whatever the bandwidth can sustain.
Stream stalls completely when bandwidth dips and will not recover.
