I would like to stream csgo at the best setting what I can possibly reach. ( Not twitch partner )

CPU Overclocked for 4.3 GHz
CSGO Settings: 1024 x 960 75 Hz ( Stretched )
1080p is probably out of question but what about this:
( NVENC h.264 out of question too for csgo)

864p / 30 FPS | 810 / 30 FPS | 720p / 60 FPS
or should I go for 48 fps?
I don't want blurry when I'm moving the mouse faster.
Any ideas? Need any keyframe Interval?
