Question / Help Stream seems to lag, but CPU seems fine.

I've messed with the Bitrate and resolution.Searched forums on here and youtube. Nothing seems to work. Leaning towards internet but I just want to make sure before I look into that fiasco. My speeds are 112 mb download and 8 upload. I've got an Ethernet connected as well.
It worked fine before, but suddenly started doing this. I'm thinking it may be an update issue possibly.
It probably should be noted I'm running the Elgato 4k60 Pro for my xbox and running it through my PC so it shouldn't really be impacting my pc too much, are my thoughts. I've also tried running a pc game while streaming and the same thing occurs.

Here are the OBS logs

Thank you for your time in advance

Your connection to Mixer as well to Twitch is not as fast as you think.
From your log:

That seemed to fix the issue where I'm dropping frames so thank you, but now I'm dealing with pixels and green tears across my screen. Research seems to say this is a bandwidth issue but I should have enough to stream. All this worked before too. I could stream at 1080. I'm currently set to 720 at 30fps
With newly tested speeds of 104 download and upload of 10, I shouldn't be having a bandwidth problem. I started streaming today and it worked fine for about 30 minutes and then suddenly it was choppy and then green and pixeled. Thanks again

Dropped Frames/Connection Issues

Speedtest results are not relevant to streaming. You have a network problem, as you are experiencing extremely significant frame drops.
