Question / Help Stream/Recording Lagging and Pixelation - PC

Hi. I've been having major problems with streaming and recording videos lately. Every 3 or so seconds my videos have major lag spikes, and at random points in time, the video gets very pixelated and low quality. I've tried upping bitrate, lowering bitrate, downscaling, changing fps to 30, changing from x264 to NVENC, and honestly, at this point, I'm stuck with no clue what to do. I really have no idea what I'm doing and what these settings do. I just want a good, smooth stream with optimal settings for my PC.
My specs are:
Graphics Card: NVIDIA GeForce RTX 2070
16 GB RAM
Processor: Intel Core i7-9700k CPU @ 3.60GHz
64-bit, x64 based processor
