Question / Help Stream Quality is Poor

I'm having troubles with my streaming. So at some times the quality is good, but most of the time the quality degrades and looks blurry. Like it looked as if 2/3rd of my stream was the lowest quality it can be. What settings would I change to fix this.

PC Specs:
GTX 1060 graphics card
CPU: I-7700k
Ram: 16gb

I will also attach the log from the streaming session. I have solved my other issues with recording quality being bad, now I just need help figuring out this streaming quality.

1) Turn windows game mode off. Do this by typing in 'game mode' in the search bar on the bottom left and disabling it.
2) I will add more suggestions in a few, my queue just popped on League lol.

i looked multiple times to see if i see right
You try to stream 1080P 60FPS with 2500 thats the issue
its too mutch information for 2500 so its decrease the quallity until the cap of 2500
1080P60 need minimalistic 6000 for low detailed pictures with slow motion even more details and movement even more bandwidth is required

if you need 1080P try it at 6.000 with 30FPS
if you are limited to 2500 try 720P 30FPS

Okay thanks for the information! What I did was I decreased the quality to 720p and upped the bit rate to 3500 and it seemed to clear up the issue completely. I was playing FPS games so it seemed like this helped me a bit more.
