Question / Help Stream quality drop with no changes made

For my past several streams, I've been noticing a drop in quality without having made any changes.
I normally stream at 720 with my bitrate set at 2000. My upload speed is 10mbps.
I haven't been having any internet issues, nor dropped frames, nor hardware problems to my knowledge.
I've updated all the drivers and programs I can think of. This happens both while streaming console and PC games.
What's odd is that regardless of platform or game, the stream seems to do fine when the game is on more of an idle/lobby screen. It's also fine when I fullscreen my camera.

Any idea what's causing it?

on a 10mb upload you should be able to do the standard 3500 bitrate..

I tested my stream, I can do 1080 - 60fps, with a 6000 bitrate, my upload is around 12.5mb

I currently use 720 - 60fps @ 3500 bitrate, as it don't limit my viewers so much..

Try a 3500 bitrate, see if it changes

Please post a link to a clean log file. To make a clean log file, first restart OBS, then start your stream/recording for ~30 seconds and stop it again. Make sure you replicate any issues as best you can, which means having any games/apps open and captured, etc. When you're done select Help > Log Files > Upload Current Log File. Copy the URL and paste it here.
