Question / Help Stream Preview Choppy

Hello, I am having issues that started about 2 weeks ago where my stream preview, even if not streaming, is quite laggy/choppy and carrying over to stream. I haven't been able to figure it out so here I am.

I have:

Intel 5820K
EVGA GTX 1070
16gb Ram
