Question / Help Stream Preview appears fine - but stream for viewers appears laggy

Hello,

My PC specs are:

Motherboard: Gigabyte GA - X99-Ultra Gaming ATX
CPU: I7 6850K
GPU: GTX 1080 SLI
RAM: Corsair Dominator 32 GB DDR4-3000
Internet Speed: 150 up/down

My problem is that when I stream the obs screen preview appears fine and the twitch stream previewer appears fine. But the stream appears very choppy for viewers as well as the video replay of my stream. I use twitch to stream and I cannot figure out what my issue is... Thank you for your time and assistance!

When I watch the stream it doesn't lag and it looks good. I have a 1440p monitor so I think I have to scale it down to 720 p at 2500 bit rate so thats what I do. However when I look at the video twitch saves of that stream it appears really choppy and laggy which is not what I experienced while viewing my own stream live. So i really don't know whats going on.
