I'd say to stream at a bitrate of, say, 15,000 if you are streaming 1080p60. It will help a lot in high-action scenes. You can change it in the Vystup/Vysilani section shown in obs-jpg.40176 (a.k.a the first picture you attached)

@MCBYT Twitch only allows 6000 kbps, they probably wouldn't like it if you streamed more then double that.
Sorry, I stream on Youtube so I'm not used to the bitrate limit. Still though, if he uses something like restream.io then streaming in a higher bitrate would probably work fine. I use restream on a 15,000kbps stream, and it streams fine to Twitch. If only streaming to Twitch, @MootiF, then the only real way to display at faster speeds to to cap your bitrate at 6,000kbps (unless you're partnered)

EDIT: According to https://www.reddit.com/r/Twitch/comments/7uy25i/maximum_bitrate_allowed/, the maximum recommended bitrate is 6000, but the servers won't actually reject anything.

I'm not a partner, I've tried trying to set up on all videos on youtube and nothing helped, I do not know any advice :(((

If you're trying to also stream to Youtube, then use restream.io. It can take your stream and distribute it over many platforms, including Twitch, Youtube, Mixer, Gamecast, Livestream, Facebook Live, etc.
