Stream Pixelated

Hello. I have a Ryzen9 5950x cooled by an AIO 360, 64GB RAM, RTX3090fe. Download speed 900+mb\s, upload speed 900+mb\s. I try to stream 1080p@60fps on youtube, with all the settings in the world @highest bitrate 20000 and lowest bitrate @12000, with x264, h264, av1, everything...my stream is getting pixelated. I play only Valorant on stream. Please help me with some advice. It's impossible to have a high end pc and getting pixelated stream.

Settings I use:
Video: Base Canvas 1920x1080, Output (scaled) Resolution 1920x1080, Common FPS Values 60

Output: Video Encoder x264, Rate Control CBR, Bitrate(any range from 12000 to 50000 - i've tried all), Keyframe Interval(I have tried 0, 1 and 2), CPU Usage Preset - Fast, Profile High, Tune none.

I have tried h264 settings with all high, same result. Pixelated stream on high movement in game. Please help
