Stream pixelated when fast movement

So I noticed this issue recently watching my VODS back, playing minecraft and performing fast movements during PvP just makes my whole stream + camera go quite pixelated, Im not sure whats causing it and ive tried changing certain things but nothing seems to have an impact, any help is really appreciated here.

Stream settings
Res - 1280x720
Downscale filter - bicubic
bitrate - 4000
Encoder - NVENC.264
Encoder preset - quality

Computer Specs
CPU - Ryzen 5 3600
GPU - GTX 1650S
Memory - 24GB DDR4

Anything else needed let me know :)

More bitrate or lower FPS / resolution is the only thing that will help. Fast movement will always be a little blurry at Twitch bitrates.
