Question / Help Stream performance

I was trying to set up a stream on my laptop: MSI GE72VR6RF-009US
Specs:
Intel Core i7-6700HQ
NVIDIA GeForce GTX 1060 6gb
SSD 256 gb
1 TB Hard Drive

I have chosen Prague because auto-config wizard in obs recommended me this server.

I've tried every preset and different settings but the problem is that I need to sacrifice my performance in order to stream which I don't really want to do.
I forced obs , client and game itself work on my gtx 1060 in nvidia control panel. Furthermore, I disabled preview to get better performance.
I tried to monitor my cpu and gpu behavior with HWMonitor and it shows that my video card is not utilized even at 50%. 30-40% max with stream on and game.
I have last video drivers clean installed.

I know that league is CPU based game and doesn't require much of GPU that's why I have chosen NVENC and not x264. Still I am getting fps drop to 60 in sand-box mod , I don't really want my fps to be 30-40 in intense fights..
Maybe you can recommend something ?

The log says that you have memory leaks in the bottom.. can you see when you are streaming what your memory is using for obs and game?
