Question / Help Stream over encodes on non moving static screens only?

Hey guys,
I'm having a super strange issue with OBS lately. I use a 2 PC setup for streaming and have been for the past 3 or 4 years. My streaming PC has an threadripper 1950x OC to 3.95 with 32GB of ram @ 3200mhz. I stream 1080p slow with the options threads=27 ref=4, aq-mode=3 and bframes=0 (This happens even without the bframes addition for when im streaming on twitch. Mixer needs it for low latency stuff). My stream is buttery and looks fantastic when im moving around but if im character select for Siege or trying to play something non moving like tabletop simulator then I start over encoding and the stream gets choppy till we get back to the action.
The lag is coming from my encoder, so its definitely something with my processor but I cant tell what? It makes no sense that the intense scenes are fine but slow ones struggle.

The encoder is having to spend more time trying to figure out what changed. It's best not to use such slow presets for streaming.
