So I decided to switch back to OBS after a while of using SLOBS, and for some reason all of my streams are capped at 720p. Just for a little background, my computer is a tank, and I have 800 Upload/Download speed. All of my settings are set for 1080p 60FPS streaming but when I actually stream, my stream is locked at 720p and it looks awful. If anyone knows how to fix this please let me know, I really don't want to use SLOBS anymore and I'd much rather stick with OBS, but if I cant fix this I'm obviously going to have to switch back.

Please restart OBS and perform a test stream of at least 30 seconds doing as you normally do, including playing games, full camera or whatever you normally do.
Now look inside Help menu. Upload the current log file and paste the url to the log in here. Click on the Analize button to start troubleshooting common issues.
