Question / Help Stream or Video Lagging, Gameplay Not

Log file.
For the past few months, when using OBS to record gameplay, the video OR stream recording cannot seem to reach a level of even 5fps. However, the gameplay is as smooth as butter on the actual game, not the recording.

I also have my settings that I thought maybe important for this and my computer specs,

"Number of lagged frames due to rendering lag/stalls: 4714 (41.0%)"
Rendering is done via GPU, so your GPU is either too slow or your game is running without an fps limit.

I checked the FPS and its limited, so I guess its the GPU. Dang, that really sucks. I'll have to try and get a new one soon.
