It's not clear from your description what your issue is. Moving the mouse is completely independent from capturing. Better description needed.
A comment to your log: You added your webcam to different scenes. You used the "add new" option for this. This will not work, because this way OBS will try to initialize and capture it 2 times, while any webcam device can only be used by one capturing session. Remove one of the sources an re-add it by using the "add existing" option while adding. This way, you will add a reference to the existing webcam and you can use this in as many scenes as you like.
It's the same with display capture, by the way. In case you want to capture the same monitor in different scenes, add the additional sources with the "add existing" option, not with "add new".

Ok. On one monitor I have YouTube open, on my second monitor I have OBS open. When I play a video from YouTube, it’s not reflective in OBS. I have the same issue when I try to stream on twitch.

If you capture a browser with window capture, you need to deactivate hardware acceleration within the browser configuration. Capturing and re-broadcasting a Youtube video isn't exactly what OBS is meant for. It's like filming the big screen in a cinema with a camera to record the movie. You can embed Youtube videos as source either with the browser source of OBS, or you can enter the URL directly as location with the VLC media source. For the VLC media source to appear, simply install VLC on your machine with the same bitness as OBS (32 or 64-bit).
