Question / Help Stream on Youtube freeze framing very bad with good specs

Hey guys, so I am having an issue with my stream, basically I am trying to stream CS:GO, and while streaming in game I get 200 - 300 fps, but then when you watch the stream it is almost completely frozen, I tried lowering my FPS to 30 and my cpu preset to very fast but still the same thing, it is still freeze framing.

My internet speed is 320 MB Download, 20 MB Upload.

Preset--> VERYFAST
Is there a way to make the stream look not so shitty with that setting?

- VIDEO settings rescale to 1280x720x30 fps Lanczos https://gyazo.com/71bed7ef37a62c40131eed1a636dc471
- OUTPUT settings NVENC NO RESCALING, profile high, lowlatency high quality https://gyazo.com/58b7a27753b843f4a525cc8b7d4e4640

(Note: dark colors maybe produced by choosing YUV 709 and color full. Back to 601 and partial (previous test were not so dark -ADVANCED settings-)

This should work fine for you.
Better quality: rise bitrate to 3500

This should work fine for you.
