Question / Help Stream not smooth while PC Gaming

I'm trying to stream PC games using obs. I have a good setup and obs doesn't output all of the appropriate frames. For example, today I tried to stream fortnite; I can play on EPIC settings and still get 140-240 fps. I have my OBS set to stream at 720p 60FPS. When obs is idle and selected it runs smoothly at 15-20% CPU Usage 60 FPS but when I click back on to the game the frames will fluctuate uncontrollably between between 21-45 fps. In game i still get the usual 130 fps. I'M NOT DROPPING ANY FRAMES, AND I HAVE 1000/1000 Fiber internet so I have bitrate set to 4500 and it stays green. I have a i7-6700k, 16gb ram, and GTX 1060. Is there something I'm doing wrong? The stream should not be struggling like this. I usually stream COD from my Elgato HD60 Pro and obviously I can stream perfectly fine 1080p 60 FPS. Can you start and finish a test recording/stream, before uploading the log file, so we can see, if your GPU is overloaded (this will show up in the log file with lost frames due to rendering issues).

Also try to avoid using multiple game_capture sources and window_captures in the same scene (you can grab 95% of your games with the same universal "game_capture").
Turn off Windows 10 GameDVR and reduce your webcam resolution (1080p webcam producing more CPU load, while it's not useful in a 720p stream).
