Stream main program on NDI at startup

I'm wondering if it's normal that NDI output is disabled at startup even if it was active at shutdown? There is an option in the command line command? Are the obs setting stored in a file? And the plugins one? I did check the output in the terminal but nothing about the NDI output turned off.
