Question / Help Stream looks perfect on PC but getting lags while watching on mobile

Hello there. I've a problem about my streaming channel. I'm using a test account and streaming random youtube videos to see how my stream looks like but the problem is, I can't even watch it on ipad and phone. But it works really smooth on another PC. I can watch other popular streamers without any problem.

My internet is 50mbit down & 4mbit up cable connection, plugged in with ethernet and when I stream 720p 60fps 3500kbps on my PC, I can easily watch it from my laptop in another room. But I can't watch it on my phone and ipad. Even with 4G cellular connection or the same network that my streaming PC is using. Just a black screen with loading bar. But again on my laptop, it is working like I'm watching a youtube video. I've reduced my settings down to 720p, 30fps, 700kbps and my ipad started to play it with minor lags but the picture quality is really messed up according to people that watches on PC.

I'm in Europe. Does my issue is related to "Europe: Poor" channel status? If it is, what can I do until my channel gets a "Good" status? How can people start getting viewers if no one can watch him on mobile or laggy PC? Damn you Twitch :)

Can your mobile devices watch other people's streams? Even unpartnered streams with few viewers?

Try getting rid of this x264 custom command:

12:07:42.558: [x264 encoder: 'streaming_h264'] custom settings: scenecut=0

Who told you to put that in there, and why? Its normally only set that way for UltraFast preset. Might be causing an incompatibility, but its a longshot. Still, I see no reason for it.
