Stream lags on 1080p 60fps

I am streaming and gaming on same laptop which is RTX2060 with i7 9th gen processor and 144Hz display, I have an upload speed of 30,000Kbps . whenever I try to stream a game ,the game run smooth but the stream which i set to 1080p 60fps lags as if like 20-30fps . I try to stream at different bitrate from 6,000Kbps to 12,000Kbps but still the stream lags.I try to run OBS as high Nvidia processor Still No change.

That logfile does not contain a streaming or recording session. We need one from a session where the problem was occurring to be able to see what's going on.

I was trying stream using obs, but while streaming the game work so smooth but the stream is blur and little bit darker than the game ,its blur even at 6000Kbps Bitrate while streaming at 1080p60fps. There is no frame drop while streaming . I tried sharp and color filter but still its not working .Blur increase while moving.
