Question / Help Stream lags but not in-game

Hello,

So I set up my stream with what I believe are the best settings for me. I started streaming and everything seemed fine. I was playing Rocket League and had stable fps and the stream looked good. But when I started playing CSGO the stream starts to stutter every second. It doesnt effect the fps in-game at all. I have searched for a while but I cant find a solution so I was wondering anyone here can help me out with this.

I use a bitrate of 3500 with a resolution downscale to 1280x720.

Yea there are some games where it doesn't affect the in game FPS, but for some reason on OBS monitor it get's choppy in certain games. Doubt you'll find an answer here though, I can't figure it out, no matter how good the spec's are of your PC/Intel/AMD are.
