Question / Help Stream lags, but game runs fine

Hello, so I've recently tried to stream, due to wanting to do it for about a few months now, but I'm having some issues with my stream.
My stream lags terribly as shown on this clip: https://clips.twitch.tv/AmazonianPrettyLlamaJebaited
But ingame it looks fine, there's no lag, a random hitch here and there rarely but it works well, and my FPS is 80% of the time above 100 as usual.

Now I don't know if the problem is from my internet speed or if it's my computer..
So here are my computer specs:
CPU: Intel(R) Core(TM) i5-7500 CPU @ 3.40GHz
GPU: NVIDIA GeForce GTX 1050 Ti
RAM: 16 GB

And here is my internet speed test:

Here is the log of my most recent stream which is when I took that clip above as well: https://obsproject.com/logs/WpKBoSEjCk2w4RRk
I lowered my bitrate to 2500, my output resolution to 1280x720 and FPS to 30 to see if it's solve the problem but it still lags

My OBS displays a message saying "Encoding overloaded! […]" and display a higher bitrate than what I've set (I've set 2500 and it sometimes display up to "kb/s:10000")
And here's also what Twitch analyzer says about the stream: https://r-1.ch/analyzer/results/scorpioh20.3efb20

I'd gladly appreciate any help, I was thinking about getting a second PC to stream at 1080p 60 FPS and keep this one to game and use a capture card, but I don't even know if it'll be the right decision since I don't even know if it's my internet speed or my PC causing the problem, I don't want to waste money for nothing.
Let me know if you need any kind of other information that I've missed.

Thank you for reading!
