Question / Help stream lagging with sufficient specs (maybe)

I've been told by a couple individuals that I should not be having these issues with this rig. I do not necessarily believe this, but I am concerned.

Reduce to 30 fps.
Or encoding profile superfast or even ultrafast

When reporting this initial issue I was able to stream without lag on these settings, but 4600 bit rate. In trying to revert to this, no settings I use now do not get encoding lag. I even tried 30 fps, 2000 bit rate-same issues.

remove your custom x264 command.
run obs as admin.
use the 64bit Version.
