Your bitrates aren't shown in the log, also you upscale to 1080p:
02:00:57.556: base resolution: 1360x768
02:00:57.556: output resolution: 1920x1080

try to downscale to 720p instead

Please post a link to a clean log file. To make a clean log file, first restart OBS, then start your stream/recording for ~30 seconds and stop it again. Make sure you replicate any issues as best you can, which means having any games/apps open and captured, etc. When you're done select Help > Log Files > Upload Current Log File. Copy the URL and paste it here.

From your log:

Code:
23:51:03.114: Output 'simple_stream': Number of skipped frames due to encoding lag: 7045 (44.2%)
23:51:03.114: Output 'simple_stream': Number of lagged frames due to rendering lag/stalls: 48 (0.3%)
23:51:03.114: Output 'simple_stream': Number of dropped frames due to insufficient bandwidth/connection stalls: 821 (5.2%)

Skipped frames means your CPU is overload

Lagged frames means your GPU is overloaded (though not enough in this case to matter)

Dropped frames is your internet connection being unable to keep up.

Looks like you will need to turn settings down in your game and possibly downscale even further in OBS.
