Question / Help Stream Lagging Please Help!

Hello guys! I'm a new OBS user and I really need your help ;)

So I have been trying to set up my OBS MP today for a long time but I keep getting 1 problem which is a laggy stream on 720p with 60 or 30fps no difference, I have been changing all the settings playing about with them looking at different articles and videos but nothing seems to help. My stream just stops randomly for few seconds and then starts again. Does anyone know what can be causing this problem?
PS. I have been trying to stream on twitch, game Counter Strike Global Offensive. Thanks For all the answers :)

My PC setup:
Graphic Card :
Nvidia GTX560TI
12GB RAM
Processor - Intel I5- 4670k 3.40GHZ
Hard drive - 1TB + SSD Corsair Neutron Series XT 240GB

21:13:00.489: Output 'simple_stream': Number of dropped frames: 6334 (41.5018%)

Have you tried at 30fps instead?

Also, how are you choosing which twitch server to stream to?

Yes I tried 30fps its still lagging i changed the server in OBS > settings > Server
I use the London server as its the closest to me and

Quality below 80 will have dropped frames and other stuttering and there's not that much that can be done with it.
