19:49:04.001: Output 'adv_stream': Number of skipped frames due to encoding lag: 550 (16.2%)
3000 bitrate
20:07:16.002: Output 'adv_stream': Number of skipped frames due to encoding lag: 1105 (7.9%)
2500 bitrate
For 1280x720x30fps you can stream at 1800 bitrate.
Or, you can try encoding output with NVENC and use your 1070.
In this case, rise bitrate (NVENC needs more than x264 for similar quality) at least to 2500.
My case: (Core2Quad Q600 and GTX750TI):
- VIDEO settings rescale to 1280x720x30 fps Lanczos https://gyazo.com/71bed7ef37a62c40131eed1a636dc471
- OUTPUT settings NVENC NO RESCALING, profile high, lowlatency high quality https://gyazo.com/58b7a27753b843f4a525cc8b7d4e4640

(Note: dark colors maybe produced by choosing YUV 709 and color full. Back to 601 and partial (previous test were not so dark -ADVANCED settings-)
