Stream lagging even once resolution and bitrate was reduced

Anyone able to help my friend - obs just randomly started saying encoder overloaded when it’s been fine everytime before. Tried the following - updated drivers, reinstalled, reduced res and bitrate, run as admin, checked temps.

Attached the 1st log file before everything was reduced. This started happening about 2 months ago.
