Question / Help Stream lag while streaming csgo

Hello! I know there's probably a post somewhere around here that could fix my problem, but I'm newbiew enough to not have found it. So, i get around 300fps on csgo in game, but on the stream I miss a lot of frames I guess, because it freezes and unfreeze again.

PC SPECS:
i3 7100
gtx 1070
16gb kingston hyperx 2133mhz
50 download and upload internet speed

The settings on OBS studio are:
720p@30fps
Using 2500 bitrate

The important thing to notice is: When i type in fps_max 60 in game, the stream stop lagging and go smoothly.

The thing is: I don't want to play with 60fps ingame.

Rendering: reduce ingame graphics. OBS use same rendering cores as your game
Encoding lag: Your CPU can´t handle real time video encoding
Try NVENC (hardware encoding)
