Question / Help stream lag w/ decent specs

trying to get 1080p 60fps with an i7-4790k and r9 290, but the video is grainy and not as clear as youd expect a 1080p video to be, not to mention sometimes random stutters, what do?
Tried recording with everything from 10-50 kbps, and found 30 to be the best

10-50 kbps? That is very very very low. Do you mean 10,000 - 50,000 kbps? Also, can you post your settings?

@wrice4, I tried streaming with everything from 2000-3500 bitrate, and recording with everything from 20k-50k bitrate, its decent quality, just random stutters kinda ruins it

This log is from a 720p60 recording attempt and there's no indication of performance issues in the log. Are you using the recording quality presets? If not, try them. You'll also probably get better results by enabling your 4790K's iGPU and using the QSV encoder.
