Question / Help Stream Lag using Twitch?

I tried both the original OBS and new Studio version of OBS to stream my games on Twitch using Win10. I noticed that when I am playing my games my FPS is just fine well above 60fps and my recordings look great after, but when I am watching my own stream on Twitch using the same computer I notice a 6-10 second delay and so do my viewers. My upload speeds are just above 9mbps, so I have my max bitrate set to 3500 and my resolution set to 720p at 30fps. Currently I'm using OBS Studio 32-bit, since I can't seem to get the 64 bit version to work with my browser plugins. Any tips to fix my twitch lag would be helpful.
 
Do you mean that your whole stream is delayed by that amount, or your audio lags 6-10 seconds behind video?
If the former: absolutely normal since the signal has to travel and then be processed by twitch and then sent to the viewers and being processed there.
Click the little cog wheel in the lower right of a twitch stream of your choice and click on view player properties and check for the delay stats. You will find varying amounts, but always at least 5 seconds and above. Mostly more than 10 seconds.

I actually use the twitch SF server since I live close to SF. I wonder if I should change my server to San Jose and lower my bitrate to something like 3000.
 
@H4ndy I'm pretty sure he doesn't mean buffering but the actual delay that is present for the signal reaching the viewer.
This delay is because of physical/technical reasons and perfectly normal.

I have a 15 second latency to Cohh and to 12 seconds to Lirik and about 13 seconds to a random non partnered broadcaster in the US.
I'm located in Europe by the way and my latencies to German partnered streams with a large viewer population is about the same (10 seconds+). Again: this is perfectly normal.

Thanks again for the clarification! My recorded stream was perfectly fine and good quality but my mic sound was very static like or not very clear. However, should I be seeing a latency when viewing my own stream on the same computer? Again I will attached my log file when I get home to just make sure I addressed all possible factors.
 
How did you monitor your stream? In a browser (your dashboard on twitch/or calling the url of your channel) or just with the OBS application preview?

Good question I was viewing my own channel on Twitch using the url not my dashboard view. The OBS preview was perfectly fine. I have two monitors setup using the same PC so one for watching Twitch and one for game capture.
 
In the dashboard you're viewing your stream as a viewer. That means the processed signal that went from your PC through the net to twitch ingest through the processing and back to you, which means you are getting the delay viewers are getting.
I'm guessing ~10 seconds.
