Question / Help Stream Lag since two weeks - different systems - desperate

Hey Guys,

quick sumary of mit Problem: I started streaming two month ago. Erverything worked fine with auto setup. Here is my Stream link for videos of then twitch.tv/monti_live
For about two weeks now I have major problems with streaming. I tried OBS Studio and Streamlabs OBS. Both showing upload rates unsteady between 0,5k to max. 2k upload... the Problem is, speedtest show 50k down and 10k up. I dont know why OBS is not using this upload. First i thougth, it was my Computer, but since 2 Days I have a brandnew Computer (Settings in posted Log) and a better Internet connection with 95k down and 35k up from Speedtest, but OBS still uses 0,5 to 2k max upload.

I tried many different settings from different tutorials. Streamquality, cpu settings, upload rates... I just dont know what to do anymore. Hopefully some of you guys can help me.

Streamlabs settings should be as well in the Log, right? Let me know if you have any suggestions or need more information.
