Question / Help Stream Lag, even with new graphics card

I'm currently getting (lag,jumping screen) while streaming about every 2 seconds not sure what's causing the issue.
I have adjust almost every setting even downed from 60fps to 30fps still having the same issue at both levels. Any input would be helpful.
