Question / Help Stream Issues when Lol is running

When I start up a game of League my stream buffers on and off for about 10 sec every 5 seconds or so, creating a large delay. Its fine if I'm not playing league, or it its the menu and not actually in a game. I could really use some help.

I've tried 720 and 540p at both 2000 and 2500 bit rate. 30/60fps.
I run 200/20 mbps for down/up.
My pc has a NVIDIA GTX1070, i7 6700k, 16mb ram, maximus viii ranger motherboard.

Please restart OBS and provide a log where you did stream or record for 1-2 minutes with the game running.
Use the "Upload Current Log" after finishing the stream/record and post the link here.

ive found that running at 500 bits prevents the buffering but id oike to find a way to increase the bit rate without it having to buffer

Your log looks fine, it's most likely an issue with your ISP or Twitch or both.
