Question / Help Stream is very choppy in OBS but my game fps is fine. (Encoding issue?)

Hello. I've been streaming for over 2 years and I've never experienced any major issues with my stream from OBS. I've always streamed at 1080p 60 fps and I haven't changed any settings. This issue was occurring the other day and in my quest to fix it I deleted all my OBS scenes by accident. Yesterday I reconstructed a few to get the stream up and running but as soon as I start playing the game the stream becomes choppy even though I notice no issue in the game. I suspect it has something to do with the GPU overloading but I'm pretty dumb about how most of my PC parts work. I just want to know why would this happen all of the sudden and what can I do to fix it. Thank you.
