Question / Help Stream is not smooth

Hi guys,
I am trying to stream iRacing for my friends.. but I have a problem with the stream. It is not smooth as I would expect. Could anyone help me?
I am using Display capture, instead of Window capture (I am running iRacing in the window mode). But in Window capture I had the same problem. And it looks, that it does not matter if I am using x264 or NVENC encoder.

You have the newest version of Windows 10, double check your Game Mode settings, turn it off

And change to Advanced mode so you can turn up your CPU preset, your 8700K is barely doing any work @ 720p Very Fast, you can squeak out some more quality per bit by going to Fast or even Medium.

Just keep an eye on your FPS ingame and Skipped Frames(OBS/View/Stats), if CPU preset is too high you can lose FPS and Skip

you can see it in the log file, everything is off

Haven’t found a solution yet...
Yesterday, I tried to stream... I used Twitch recommending settings for: 720p 60fps -> https://stream.twitch.tv/encoding/

My stream is still not smooth :(( It looks, it is the same as video in the preview in OBS. Preview in OBS is also stuttering. Game is smooth, no frame drops, stable 200.
But I realized one thing. If I am watching stream/video from history in Chrome.. the video is not smooth. In Safari, stream is not smooth, but video played from history is perfect smooth..

I tried to download video and played it in VLC... it looks great, smooth. I Tried a lot of videos from another streamers,. and they were smooth in Chrome, so I really dont understand, what is happening here :(

The logs do not show if you have Game Mode off, go to WIndows + i>Gaming>Game Mode and take a screenshot

Oh, don't watch your own stream while you are using 99% GPU usage, you are inducing rendering lag by having it open. Watching your own stream uses 10% GPU, Windows will not balance it correctly and you will lag frames in OBS

And about watching the stream. I have two computers, so when I'm streaming, I'm watching it on another.
