My Upload speed is 10.8. I ran the test with testmy.net. My PC is AMD FX 8350 with Corsair H100iv2, Corsair Vengeance Red 2*8GB, and an EVGA GeForce GTX 750 TI. My resolution is set to 1920*1080, and my stream resolution is set to 1280*720

So you set it to Fast preset but your CPU isn't able to handle it.

Set your preset back to Very Fast, get rid of the custom x264 setting, and then do a five minute encode of high action content, and post a new log file.
