Question / Help Stream is lagging / fps is wanky while streaming / bad quality

I am streaming off an 1440p120hz monitor. I capture the stream with 1440p, then downscale it to 720p or 1080p, but the endresult just looks really bad. You can not read text etc.

Important information

win7 x64
i7 4790
6 Mbps up
r9 290pcs+
16gb ddr3 ram

obs studio settings:
bitrate: 3500 (was 3000)
cpu usage: veryfast (lowering it apparently reduces the quality even though the cpu load never reaches 40%? oO)
profile: main
canvas: 2560x1440
scaled: 1920x1080
fps: 59.94
downscale filter: bicubic (32x apparently looks bad)

I just cant get my stream to look good >_<

You should read this:

Basically 1080p 60fps is never going to look good in 3500 kbps, you need around three times the bandwidth to accommodate the data you are generating, this will be worse if you play fps or fast driving games.

Downscale to 720p 30fps at 2500 or 720p 60fps at 3500 if you really must, good reasons not to do this are in the link.
